Knowing how he is mastermind to destroying big mom's kingdom and now going after kaido and has taken down other major pirates and saved many lives. I'd see it, only reason not a marine is because marines are the evil ones even if consist of many honorable members.

Oda definitely made the right call ditching the factions of Peace-Mains and Morganeers as it introduced a lot more ambiguity to the setting.
One can have certain pirates behave in a virtuous manner unexpectedly while there can be corrupt members of the organizations meant to take down the average bloodthirsty cutthroat type of pirate mixed in among those who actually joined the peace keepers for the sake of keeping innocent people safe rather than rub elbows with those in positions of power or take bribes from criminals.
